Ginger Pork Balls

1 lb ground pork
1 teaspoon finely chopped garlic
1 teaspoon starch
1 cup oil
1 teaspoon chopped fresh ginger
1 tablespoon light soy sauce
1/4 teaspoon pepper
Mix all the ingredients except oil. Let stand 1 hr. Form 1" balls and fry, turning frequently, until browned. Serve with toothpicks and a dipping sauce.
